SBCC Measure P Citizens' Bond Oversight Committee Concludes First Quarterly Meeting
SANTA BARBARA, Calif. (Mar. 25, 2025) – The Santa Barbara City College (SBCC) Measure P Citizens’ Bond Oversight Committee
(CBOC) had their first quarterly public meeting on Monday, March 24, 2025. The meeting
is available on SBCC’s Measure P website.
The CBOC's first meeting agenda focused on education and training. The top item was to select a chair to run the meeting. The CBOC voted unanimously to elect Dale Francisco as committee chair.
The meeting featured two presentations: The first one by Ann La Morena Rohlin, Partner at Norton Rose Fulbright US LLP, who provided direction on the CBOC’s Roles and Responsibilities.
Shane Mahan from the Kitchell Corporation spoke to the CBOC as their second presenter. He provided history and an introduction to the Physical Education Building Replacement Project that was identified in the Measure P List of Projects. The Physical Education Building Replacement Project is the first priority on the list due to the matching state funds of $34 million. The bidding process for the Physical Education Building Replacement Project opens today, March 25, 2025.
The CBOC representatives had several questions for the presenters and SBCC’s Superintendent/President Dr. Erika Endrijonas. She shared the process and strategy of prioritizing the project list and additional history of the Physical Education Building Replacement Project matching state funds.

The Measure P CBOC will meet on Tuesday, June 3; Tuesday, September 16; and Tuesday, December 16. The meetings will be held in-person at SBCC’s East Cliff Campus in the MacDougal Administration Building on the second floor in room A211. Measure P CBOC Selection Process and Responsibilities
This committee was selected and approved by the SBCC Board of Trustees during their public meeting on Thursday, January 16, 2025. Applications were open from December 19, 2024, to Wednesday, January 8, 2025, at 5 p.m.
As required by law, the SBCC Board of Trustees must appoint the members of the Citizens’ Bond Oversight Committee within 60 days of affirming the 2024 election results, which also occurred on December 19, 2024.
The Citizens’ Bond Oversight Committee plays a critical role in ensuring transparency and accountability in the use of Proposition 39 bond revenues. According to Administrative Procedure (AP) 6740, the committee’s primary purpose is to:
• Inform the public about the expenditure of Proposition 39 bond revenues;
• Review and report on the proper expenditure of Proposition 39 funds for facility construction; and
• Advise the public on the District’s compliance with Proposition 39 requirements as outlined in the California Constitution.

• Reviewing annual independent performance and financial audits;
• Inspecting facilities and grounds to verify proper use of bond revenues;
• Reviewing deferred maintenance proposals or plans; and
• Assessing the District’s efforts to maximize bond revenues through cost-saving measures.
Membership Requirements
The committee must include at least seven members who serve without compensation for a term of two years, with a maximum of three consecutive terms. Members must meet the following criteria:
• One member active in a business organization representing the local business community;
• One member active in a senior citizens’ organization;
• One member active in a bona fide taxpayer organization;
• One student currently enrolled at SBCC and appointed by the Associated Student Government (the student may serve up to six months after graduation or certificate completion);
• One member active in the support and organization of the District, such as a member of an advisory council or foundation; and
• Two members from the community at large.
