Welcome to the official Measure P Bond Extension webpage for Santa Barbara City College (SBCC). This page is dedicated to providing transparency and detailed updates for the SBCC district community, students, staff, and faculty as we move forward with the implementation and management of the bond extension. This bond extension of the 2008 Measure V bond is for SBCC infrastructure only and will not go to any SBCC salaries and benefits.
Background and Timeline of Key Events
- June 27, 2024: The SBCC Board of Trustees, with a majority vote of 5-2, passed the motion to place
the Measure P Bond Extension on the ballot. This critical decision continued the journey
to ensure SBCC’s future infrastructure and program development through dedicated funding.

- June - November 2024: The SBCC Foundation along with consultants TeamCivx led a robust campaign to inform
the community and rally support for the bond. The campaign focused on raising awareness
about the benefits of the Measure P Bond Extension, emphasizing improvements to facilities,
replacement of buildings, and enhancements that support the educational mission of
SBCC.
- November 5, 2024: The community’s overwhelming support led to the successful passage of the Measure P Bond Extension, which was approved with 64% of the vote. This outcome reflects the trust and confidence the community has in SBCC to utilize these funds effectively.
Next Steps
SBCC is pleased to announce that applications are now open for the Citizens’ Bond Oversight Committee. This committee was approved by the SBCC Board of Trustees during their public meeting on Thursday, December 19, 2024. Applications are being accepted through Wednesday, January 8, 2025 at 5 p.m.
As required by law, the SBCC Board of Trustees must appoint the members of the Citizens’ Bond Oversight Committee within 60 days of affirming the 2024 election results, which also occurred on December 19, 2024. Applications will be reviewed from January 9, 2025 until selected by the SBCC Board of Trustees in their public meeting on Thursday, January 16, 2025.

Upcoming SBCC Board of Trustee Meetings:
- November 14, 2024: Initial discussions and groundwork for the implementation phase of the Measure P
Bond Extension.
- December 19, 2024: Welcoming new trustee-elects Jett Black Maertz, Dave Morris, and Kyle Richards, who will officially begin their terms and contribute to the stewardship of the Measure P initiatives.
A Proven Track Record of Leadership
Superintendent/President Dr. Erika Endrijonas, who joined SBCC on August 1, 2023, brings an extensive history of successfully overseeing bond projects with transparency and community benefit. Dr. Endrijonas has demonstrated her expertise through her tenure at several institutions:
- Oxnard College: Oversaw the completion of a new Library building and played an integral role in planning
the new Dental Hygiene building funded by 2002’s Measure S.
- Los Angeles Valley College: Managed the design, planning, and construction of five buildings, a parking structure,
and three athletic fields through Measures A, AA, and J. Additionally, Dr. Endrijonas
contributed to the passage of LACCD’s Measure CC in 2016.
- Pasadena City College (PCC): Worked closely with the Citizens Bond Oversight Committee to complete all projects from PCC’s 2002 Measure P Bond and secured substantial state funding for a key building. Dr. Endrijonas was also pivotal in the success of Measure PCC, a $565 million bond passed with 70.59% community support.
Her experience and commitment to transparency provide assurance that SBCC will manage Measure P with the same integrity and dedication to community-focused outcomes.
