Contract Negotiations

2018 - 2019

  • The team has made significant progress. We have reached Tentative Agreement (TA) on the following:
    Article 15: Evaluations - See attached
    Article 17: CSEA Unit Members working in Part-Time Faculty Assignments. The current article has been replaced by a new Article 17. - See attached
    Article 9: Vacation - See attached

    Any Tentative Agreements (TA) must be voted on and approved by the Chapter membership during contract ratification.
    Note: Our next Negotiation session is scheduled for 
    July 10, 2019. We are working on Article 7 - Hours 
  • We discussed but have not reached agreement on the following topics:
    Topic: Article 7 - Hours  
    Discussion: We continued our discussion on hours. The language pertaining to telecommuting, in particular, was focused on during the last two sessions. We are ready to sign a tentative agreement on this article. Please see the attached

    Topic: Article 9 - Vacation   
    Discussion: We continued our discussion on vacation, specifically vacation time accrual and the limit on accruing 24 month's worth of vacation time. We are close to signing a tentative agreement on this article. Please see the attached
     
    Topic: Employee Evaluations   
    Discussion: We continued our discussion on employee evaluations. We are close to signing a tentative agreement on this article. Please see the attached. The form is significantly different than the one used in previous years. Since the last time this document was sent out, new language about vacation accrual and the need to stay under the amount of time one can accrue in a 24 month period has been added . Please see the attached
     
    Topic: Article 17 -  Classified Staff to teach Part-time    
    Discussion: It looks like the door will re-open for classified staff to begin teaching part-time. Please see the attached.
     
    Conclusion: No agreements have been reached on any of the topics discussed at this meeting. However, we have reached tentative agreement (TA) on the following items:
     
    The following items are Memorandum of Understandings (MOUs) which will not need Chapter Ratification:
     
    Any Tentative Agreements (TA) must be voted on and approved by the Chapter membership during contract ratification.

  • We completed Tentative Agreement (TA) on several items and are still working on others. We have reached TA on these items:

    We are working on Classified Teaching Part-time and Staff Evaluations.

    Our next session is the morning of Thursday 4/18/19.

  • We discussed but have not reached agreement on the following topics:

    Topic: Article 7 - Hours
    Discussion: We continued our discussion on hours. We are close to signing a tentative agreement on this article. Please see the attached: One is the working document the other is the clean copy.

    Topic: Article 18 - CSEA Rights 
    Discussion
    : One item was moved from Article 7: Hours to Article 18. It has become Article 18.12.3.3. CSEA members will be provided one hour of release time per month, for 10 months, to attend CSEA Chapter meetings. Please see the attached.

    Conclusion: No agreements have been reached on any of these topics.

    Our next Negotiation session is scheduled for Wednesday, December 18, 2018. 

  • We discussed but have not reached agreement on the following topics:

    Topic: Article 15 - Evaluations
    Discussion
    : We continued to discuss evaluations. We discussed having the same evaluation period for all permanent employees. The evaluation period would be from July 1 - June 30 of any given year. The supervisor would then have until September 30 of that year to complete the evaluation and submit it to Human Resources. Newly hired probationary employees would have the current contract language evaluation period. They are evaluated during the 4th, 8th and 11th month of service.

    Conclusion: No agreements have been reached on any of these topics.
    Note: Any agreements must be voted on and approved by the Chapter membership.
    Our next Negotiation session is scheduled for Wednesday, November 7, 2018. 

  • We discussed but have not reached agreement on the following topics:

    Topic: Article 15 - Evaluations

    Discussion: We discussed the CSEA team's draft version of the evaluation form. CSEA and the District team edited this version of the document. Click here to review the "working" copy. We are close to concluding our discussion on this form.

    Conclusion: No agreements have been reached on any of these topics.
    Note: Any agreements must be voted on and approved by the Chapter membership.
    Our next Negotiations sessions are scheduled for Tuesday, September 25th and Wednesday, September 26. These will be IBB (Interest Based Bargaining) Training sessions. The negotiations teams (District, CSEA, & Faculty Association) have been invited to participate.

  •  The following topics were discussed:

    Topic: Article 5 - Organizational Security
    Discussion
    : Mark Moore, our CSEA Labor Relations Representative, provided a verbal summary of the updates needed to this article. The needed updates were first reviewed in July 2018. The CSEA team is waiting response from the District, pending District follow up with legal counsel. 

    Topic: AB 119 New Employee Orientation
    Discussion: The teams reviewed language in a proposed agreement between CSEA and the District concerning CSEA participation in new employee orientations.  No agreement has yet been reached.

    Topic: Article 7 - Hours
    Discussion: The teams reviewed the Telecommuting Agreement and the Request for Change of Work Schedule Form. Staff who telecommute will need to have a current agreement on file. The Change of Work Schedule Form will be used by staff to request a flexible schedule or a compressed schedule. Overtime resulting in Comp time will be recorded and added to the leave system. Staff using Comp time will be able to record use of this time in the current leave system.

    Topic: Article 9 - Vacations
    Discussion: The teams are still discussing vacations. No conclusions have been reached.

    Topic: Article 15 - Evaluations
    Discussion: The CSEA team presented a draft version of the evaluation form. Click here to see this version. There was not time to discuss this form during the session.

    Conclusion: No agreements have been reached on any of these topics.

  • The following topics were discussed:
    Topic: Article 15 - Evaluations

    : We continued our discussion on the proposed new evaluation form. Click here to view the proposed form.

    Topic: Article 9 - Vacation
    Discussion: We discussed Article 9.3 and worked on re-writing this article. The District is very interested in having all staff remain under their vacation cap, at all times.

    Conclusion: No agreements have been reached on any of these topics.

  • We discussed but have not reached agreement on the following topics:
    Topic: Article 17 - Classified teaching as adjuncts
    Discussion: We discussed our interest in allowing any qualified classified staff member to teach as adjunct. The District is concerned about the time and cost of calculating the blended overtime rate. Also there has been some problems with staff teaching during their normal working hours. Discussions will continue.

    Topic: Article 15 - Evaluations
    Discussion: We discussed the evaluation process. The District introduced a draft of a possible new evaluation form. Click here to see the form. Comments are welcome.

    Conclusion: No agreements have been reached on any of these topics.

  •  We discussed but have not reached agreement on the following topics:

    Topic: Article 5 - Organizational Security
    Discussion: We discussed the need to rewrite this article to comply with current law.

    Topic: Article 7 - hours
    Discussion: We discussed recording of comp time in the leave system, alternate schedules and the need to update the form. Also these schedules need to be more actually tracked.

    Topic: Article 7 - Telecommuting
    Discussion: We discussed the need to update the telecommuting contract and verify that all telecommuters have a current contract on file. We also discussed the liability issues involved when an employee telecommutes.

    Topic: Article 9 - Vacation
    Discussion: Many employees are still going over their vacation cap. We discussed how to address this issue.

    Conclusion: No agreements have been reached on any of these topics.
